Managed under the non-profit fiscal sponsorship of the Heartland Ranch Foundation, this donor-funded initiative brings together veteran child safety experts and specialized Electronic Storage Detection (ESD) K9 teams to deliver proactive layers of protection through prevention, education, detection, and community partnership entirely free of charge to high-need facilities and local schools.

We deploy specialized Electronic Storage Detection (ESD) K9 teams to conduct thorough, safety-focused screenings through high-need youth residential facilities and shelters. Our focus is finding and removing hidden communication hardware, covert recording tech, and unmonitored devices that predators use to quietly contact and groom vulnerable children away from adult oversight.

We provide fully funded, expert-led training sessions to school faculty, youth facility administrators, and support staff. Through practical, protocol-driven instruction, we equip caregivers to recognize the subtle behavioral signs of online grooming, protect students from digital sextortion traps, and safely manage active disclosures of child exploitation.
Parent & Youth Awareness
Predators connect where children spend their time: online gaming lobbies, social media apps, and anonymous messaging platforms. We deliver real-world prevention assemblies directly to students and parents, pulling back the curtain on live grooming tactics, privacy vulnerabilities, and modern digital traps so families can spot the risks before harm occurs.

SECURING VULNERABLE FACILITIES
Through strategic community coordination, we deploy elite K9 teams to high-need youth residential facilities, crisis group homes, and shelters at absolutely zero cost to them. Our focus is proactive defense—using specialized Electronic Storage Detection (ESD) assets to sweep common areas, dorms, and locker rooms to permanently locate and eliminate hidden tracking tech, covert recording devices, and predatory communication links before they can be weaponized against vulnerable children.

Carl anchors the initiative with elite law enforcement leadership and extensive tactical asset management. As a former SWAT Team Leader, he spent years managing high-risk operations, critical incident responses, and strategic security planning under the highest pressure conditions. He served as a Threat Liaison Officer (TLO), bridging local security networks with broader intelligence platforms to mitigate emerging community safety threats. As CEO, he directly oversees the specialized deployment and precision profiling protocols of Paragon’s advanced K9 teams to guarantee the highest operational standards.
Brandon Iurato
Training Director & Lead Instructor
Brandon brings 20 years of decorated law enforcement experience combined with more than two decades of instructional leadership. As a former School Resource Officer (SRO), he has spent thousands of hours on the front lines delivering youth risk-prevention and digital safety workshops directly to students, educational staff, and parents. He holds advanced, specialized certifications in Child Exploitation, Advanced Sextortion Investigations, Child Abduction Response, and Forensic Interviewing. He remains deeply dedicated to youth wellness, serving actively as a Court Appointed Special Advocate (CASA) within the child advocacy system.

Non-Profit Oversight
Heartland Ranch AZ serves as the primary non-profit partner and fiscal home for this entire initiative. While their physical residential facilities are currently raising capital to be built, Heartland Ranch AZ provides the essential 501(c)(3) legal framework and strict financial oversight for the program’s restricted safety fund. Once their physical construction is complete, the program will instantly deploy specialized, recurring safety screenings to permanently protect their campus as a safe zone.

Financial Integrity Statement: The Safe Kids Initiative operates as an official program asset under the strict administrative and fiscal oversight of Heartland Ranch AZ. All corporate underwriting and private donations are received, audited, and tax-receipted directly by the non-profit’s board of directors. Funds are legally restricted solely to this program and are disbursed strictly to deploy frontline child protection screenings and localized community awareness blocks. Paragon Service Group serves as the vetted operational service provider and absorbs independent administrative and logistics overhead, ensuring maximum donor efficiency on the front lines of child safety.
